We are currently seeking a talented, motivated and detail oriented Foster Care Licensing and Recruitment Supervisor who is responsible for the direct oversight, supervision and coordination of all aspects of foster family home recruitment and licensing to include outreach, orientation, pre-service and ongoing training, as well as the comprehensive pre-licensure process and ongoing licensing needs of the agency’s licensed foster homes.


• Oversees Damar Foster Care Services’ licensing department and supervises all duties of the Licensing and Recruitment Specialists’ role, including, but not limited to, outreach, foster home growth and development, training, and all pre-service and ongoing licensing tasks.
• Conducts ongoing individual supervision with licensing staff to provide professional development, assess needs, monitor progress, and train relevant and required components related to foster home licensing.
• Actively participates in tasks and duties associated with foster home licensing and recruitment, including, but not limited to, community outreach, orientation sessions, evaluating potential foster parent suitability, conducting background checks and reference checks, conducting and writing SAFE home studies, scheduling and conducting pre-service and ongoing training sessions, conducting CPR and First Aid certification and recertification courses, and attending to initial and ongoing licensing needs and requirements of the agency’s licensed foster family homes.
• Works in conjunction with all agency staff to verify the support and licensing needs/requirements of the agency’s licensed foster family homes are being met at all times.
• Creates and oversees paper and electronic files for individuals and families completing the pre-service/initial licensure process.
• Inputs, maintains and oversees foster home information on a regular basis in paper files, electronic database files, and MaGIK.
• Oversees all aspects of quality assurance, verifying foster parent files to ensure alignment with state standards and licensing requirements of the agency are met.
• Regularly audits paper files, as well as the placement and licensing database used by the agency, to verify the agency’s licensed foster homes are in compliance at all times with required documentation to meet licensing standards, policies, and contractual obligations.
• Assists in the development and/or implementation of policies, procedures and standards, and verifying licensing policies, procedures and standards of care are met by the agency and agency’s foster family homes at all times.
• Assists the program in meeting industry trends and optimizing services to meet desired outcomes.
• Completes documentation that is accurate and legible.
• Maintains professional, consistent and open communication (verbal and written) with agency staff, referral sources, foster families, and other service/community providers.
• Promotes and utilizes fair and empathetic communication and collaboration, as well as proficient in negotiation skills.
• Addresses needs and concerns in a proactive, timely and professional manner.
• Understands and complies with all state policies, procedures and codes pertaining to the program’s operations related to licensing, placement and care of children.
• Attends mandatory staff meetings, supervision and other meetings as assigned.
• Adheres to all policies and procedures as defined in the Employee Handbook and Damar Operational Policies and Procedures Manual.
• Takes pride and ownership in Damar’s facilities and assigned work areas.
• Reports any suspected exploitation, abuse, or neglect of a child.
• Ensures that the agency meets its quality improvement, evaluation and reporting requirements.
• Actively participates in and/or oversees data collection and the use of data to improve outcomes, practices and service delivery.
• Utilizes data collection in relation to driving and tracking outcomes and achieving agency initiatives and goals.
• Performs other duties as assigned

• Ability to utilize technology efficiently, including, but not limited to, Microsoft Office programs, the internet, MaGIK, and the licensing and placement database utilized by Damar Foster Care Services.
• Ability to collaborate with members of a team.
• Direct relevant and applied experience in the field of child welfare and/or foster care, operating in accordance with state mandated policies and procedures.
• Demonstration of leadership and administrative/managerial skills, as well as professional and clear communication skills.

• Bachelor’s Degree in Social Work, Psychology, Counseling, or a related human services area of study is required; Master’s Degree preferred.
• Excellent communication and presentation skills required, including interpersonal and negotiation skills.
• Minimum of 2 years of experience in therapeutic foster care home licensing and understanding of Indiana’s foster care system.
• Minimum of 2 years prior supervisory and/or managerial experience.
• Prior experience in facilitating training. Experience training Indiana DCS RAPT training curriculum desired, including certification as a RAPT trainer of trainers.
• Certified to conduct CPR and First Aid training desired.
• Certified to conduct and/or supervise completion of SAFE home studies.
• Minimum age of 21.
• Valid Indiana driver’s license and driving record that meets eligibility requirements of Damar’s insurance carrier (for all positions requiring driving).
• Successful completion of pre-employment drug screen and physical.
• Must meet background screening requirements of program(s) assigned to.
• Flexibility in schedule is required, with ability to work some evenings and weekends.
